Update the structure of the home page

- Improve phrasing of certain paragraphs
- Break up into subsections
- Hide the table of content at the bottom of it to reduce visual noise
- Correctly reference that translated docs apply to the stable branch, not the latest branch
- Fix styling of breadcrumbs
