Updating TIdTCPConnection.Disconnect() to wrap the call to DisconnectNotifyPeer() in a try/except block. If Disconnect(True) is called inside of a try/except or try/finally block due to a raised exception, any exception subsequently raised by Connected() or DisconnectNotifyPeer() will now be shallowed so the original exception continues propagating up the call stack.

Enabling getnameinfo(), getaddrinfo(), and freeaddrinfo() functions for older Windows systems. Only supports IPv4, but it eliminates the need for GIdIPv6FuncsAvailable flag and various IFDEFs.
