Per request from Embarcadero, removing all compiler directives from IdResourceString... units. Previously IFDEF'ed resource strings have now been separated into additional IdResourceString... units that are IFDEF'ed in "uses" clauses where needed.

In Microsoft.NET 1.1 Framework, this has to use IdResourceStrings because of an exception that could possibly be raised. The exception occurs if you attempt to do ping6. The exception is raised because ping6 is not supported in that Framework version.
