You must not have installed libxmlrpc-c from Debian repo.
It is very old version with old API.

Prerequisities:
	libxmlrpc-c ver. 1.03 (http://xmlrpc-c.sourceforge.net/)
	Makefile suppose that it is installed in /opt/xmlrpc directory,
	if not customize you should it.
