Moved the dictionary and button flags to input. I wonder if i need to change the way i handle inputs to handle flags better. if they ever expect us to hit more than one button at a time, yes.

controls should probably not be in draw commands. if draw is skipped then you lose control. so moved fps camera. to update call. I added more control over mouselock. I am making it so if fps camera in use then mouse locking on those screens and free the rest.
