Readme.md

This folder contains tests which are disabled due to known crashes that we don't want to run as part of every test run. The individual tests in this folder must have an associated Github issue id for tracking. Once an issue is fixed, the correspnding test should be moved to an appropriate location inside HLSLFileCheck folder.
