GetRandomBell

Adds a console function called GetRandomBell() that returns a random
number that is normally distributed.  Mean and standard deviation can
optionally be included.  This required adding one new file to the
project.  This one done in VS2013 and VS2015.  Additional compilers will
need to add the file as well.
