Update Helidon Nima to 4.0.0-ALPHA6 (#8234)

* Update Helidon Nima to 4.0.0-ALPHA6
Java to JDK 20.
Postgresql jdbc driver to: 42.6.0 (with loom fixes)
Use hikaria db connection pool.

* use pgclient to keep changes to a minimum.

* Update helidon-nima.dockerfile

Remove the DisableExplicitGC flag.

* Update helidon-nima.dockerfile

Remove string de-duplication.
