730c9a1d22created a simple d.ts wrapper around usertiming.js also wrapped calls to usertiming behind calls in metrics.ts. Also turned on expirmental decorator support in the typescript compiler so that it is possible to annotate a function with @metrics.profileDecorator and have it auto time the function
