Stops the splash screen from setting tickrate to 0 in order to stop systems from updating. This was causing problems in multiplayer when the server would send its 0 tickrate to the client but never setting it back to 1. Alternatively, this could be fixed specifically for multiplayer, but really splash screen shouldnt affect tick rate. In the future, maybe we can implement a callback solution where any system can handle a splashscreen specific bus call, and the splash screen can iterate over each handler and check if they still need the splash screen up.
