Fix for Mantis #24929.

rtl/sysutils/datih.inc:
  + add StrToDate overload which allows passing of specific TFormatSettings parameter
rtl/sysutils/dati.inc:
  * implement new StrToDate overload by calling IntStrToDate similar to StrToTime
