Forgot to add ISSigTool.exe to setup.iss, so add now. Also move ISPP entries above the ones for the example files.

Do not intend to release this as-is, so without documentation and without useful integration with [Files]. But if it will be anyway the following note should be added to whatsnew:

"This is a technology preview that is subject to change (e.g., any signatures created now may have to be recreated when upgrading to the next Inno Setup version)."
