Remove the no longer needed "file in use on sign" workaround from Setup.iss now that ISPP.dll and ISCmplr.dll are presigned (=use signcheck instead of signonce). Also remove it for islzma.dll since it was already presigned. Presign ISCC.exe as well to so the workaround can be removed all together. Simplies both Setup.iss and the setup-sign.bat which needs to be created.

Fix issue introduced by b066f0f7: if there's no SIGNTOOL we shouldn't expect files which just have been built to be signed. So 'signcheck' for ISCmplr.dll and ISPP.dll should be conditional.

Use two keys so the prebuilt binaries don't have to be resigned. Note that a full build doesn't work yet at the moment for ISCmplr.dll and ISPP.dll: it calls ISSigTool before signtool is called, making the .issig invalid. Need to figure out a clean way to fix this.

Dual signing makes no difference on Windows 7 SP1 (single and dual both not recognized) nor on Windows 8.1 (both recognized) in my tests. So stop dual signing on builds since it slows things down. Did still dual sign previous commit since those are just one time signs so doesn't hurt.
