Rename CodeDownloadFiles.iss (which didn't have [Code] anymore) to DownloadFile.iss and CodeDownloadFiles2.iss back to CodeDownloadFile.iss + do related improvements.

Should work on the example as well. Keep the original as CodeDownloadFiles2.iss. Should add a DownloadRequiredSha256 parameter for the ISCrypt.dll example + should remove the archive from it for now.

Remove the no longer needed "file in use on sign" workaround from Setup.iss now that ISPP.dll and ISCmplr.dll are presigned (=use signcheck instead of signonce). Also remove it for islzma.dll since it was already presigned. Presign ISCC.exe as well to so the workaround can be removed all together. Simplies both Setup.iss and the setup-sign.bat which needs to be created.

Fix issue introduced by b066f0f7: if there's no SIGNTOOL we shouldn't expect files which just have been built to be signed. So 'signcheck' for ISCmplr.dll and ISPP.dll should be conditional.
