Fix IncludedFile.Memo not being updated (to nil) after reaching MaxMemos, which was an issue for UnopenedIncludedFileModifiedSinceLastCompile. Also add some comments.

In 36ad4817 (from March 2024) the HiddenFiles list changed from case-insensitive to case-sensitive, which doesn't make a lot of sense. Mist have misread the parameter which is 'CaseSensitive' instead of the usual 'IgnoreCase'. Additionally UseLocale should have been set False to keep the ordinal comparison.

Prevent HWND sign extension with all command line params + in EnterSpawnServerDebugMode. Was already like this in SetupLdr. StrToWnd was updated during move to have an intermediate cast to zero-extend instead of sign-extend.

Add Ctrl+W to close current tab like was done in VS Code recently. Reassign Target Uninstall to Alt+Q with Target Setup still begin Ctrl+Q.
