Supporting both 32-bit and 64-bit non-administrative installs requires more scripting, including at least AppId, but that prevents using PrivilegesRequiredOverridesAllowed=dialog with default UsePreviousPriviliges=yes.

Improve portable mode: use new UsePreviousAppDir to replace the special AppId workaround, which enables use of PrivilegesRequiredOverridesAllowed=dialog. Note that this dialog will only popup for new installs because of UsePreviousPriviliges, which is still on its default of yes.

Work on setup.iss: install correct precompiled DLLs + make sure side by side installations work fine. Also update IDE.MainForm.pas' '32-bit' marker to be consistent with the '64-bit' marker added for ARP if side-by-side installation is detected.

See iscompress, couldn't help myself: rebuilt zip and bzip DLLs for both x86 and x64. So now 64-bit ISCmplr and Setup both support zip and bzip, like 32-bit.
