The language submission form already recommended no BOM but now it also strips it if it's present anyway. This enables us to remove all BOMs from Unicode translations without having to worry about it reappearing on next update by the maintainer. Do this for all official Unicode translations.

Fix new messages. Should use FmtSetupMessage instead of Format. Looks like none of the already updated translations changed the order, so fixed them all myself. Will notify translators.
