Add macro guards for OpenGL <=1.3 function prototypes

- `#define SDL_OPENGL_1_NO_PROTOTYPES` to hide function prototypes
- `#define SDL_OPENGL_1_FUNCTION_TYPEDEFS` to add PFNGL*PROC function types
