argus: add new package (#7714)

* argus: add new package

* Fix MSVC / Validate only one type of library being built & installed that being specified by -Ddefault_library=

* Fix MinGW / Do not treat warnings as errors during build

* Limit WASM to static only as LD does not support shared link
