Modernize [LangOptions] sections of all 6.5.0 translations which still have copies from Default.isl. All updated lines are comments so don't actually affect anything.

The language submission form already recommended no BOM but now it also strips it if it's present anyway. This enables us to remove all BOMs from Unicode translations without having to worry about it reappearing on next update by the maintainer. Do this for all official Unicode translations.
